None of it's a deterrent. There's probably some rule against this in the hot springs, but like she's said before, no one will catch her dead enforcing any laws. No shame about it, asking for nothing that is not freely given. She could have held a completely innocent conversation without so much as a hint of seduction, if there wasn't the mutual interest. All she's doing is acting on it.
